‘VESSEL INSPECTIONS’

Speaker, John Reseck, Operations, Vessel Examiner

John Reseck lives in Port Ludlow with his wife Sharon and has been a member of the USCG Auxiliary for the past 13 years. He has been in boating since 1950 working on commercial fishing and dive boats. John retired in 1990 after teaching 30 years in the field of Marine Biology, SCUBA diving and martial arts. He has written four books on the subject of Marine Biology, SCUBA; and his kayak adventure from San Diego to Cabo San Lucas in 1991. John has had numerous positions in the CGAUX and is currently in charge of Operations and has been a Vessel Examiner for ten years.

PORT TOWNSEND OPENING DAY Saturday May 10th

THE 2008 BOATING SEASON ‘BLAST OFF’

In just a matter of weeks, the Port Townsend Yacht Club will ‘BLAST OFF’ the 2008 Boating Season in the waters near Down Town Port Townsend by hosting a celebration of local boating. Come enjoy a parade of boating enthusiasts representing the:

Northwest Maritime Center; Point Wilson Sail and Power Squadron; Port Hadlock

Yacht Club; Port Townsend High School Sailing Team; Port Townsend Sailing

Association; Port Townsend Sea Scouts; Port Townsend Yacht Club; Rat Island

Rowing Team; Quimper Tars; and more. The boat parade is planned after the 12:45PM ferry clears its Port Townsend dock.

Numerous on–shore festivities are also planned. Stay tuned for further details.

A ‘LAND – CRUISE’ TO THE RHODY PARADE

May 17th

Tie up at the Anderson’s (764 Lawrence Street) at noon  in beautiful Uptown Port Townsend. The theme for the 2008 Rhody Festival is: "Happily Ever After." As in the past, we encourage our land-cruisers to wear something that celebrates the Rhody theme.

The details:

  • Bring your chairs to the Anderson’s by the morning of Friday 16th. Bring something to tie them to the security rope.

  • We will party before the parade -- BYOB and bring grazing food to share.

  • The parade starts at 1 PM so the hot dogs and hamburgers will be ready to eat about noon.

  • Please RSVP by Wednesday, May 14th via e-mail maverneuil@cablespeed.com or call 360-379-4002 if you plan to attend to help us determine the quantity of food to provide.

  • Family and friends are welcome.

  • Friday - PTYC fleet arrival; slip assignment; finger food on the docks 1700 hrs

  • Saturday - carpool to the local Brinnon Shrimp Festival Shrimp Feast & Potluck in the BBQ area 1700-1900 hrs

  • Sunday - TBD

Becoming a Coast Guard Licensed Captain
Terms to Know: (The following terms will help you understand the License explanations below)
• Day of Sea Time: One day consists of a minimum of 4 hours underway (not at the dock or anchor!)
• Uninspected Vessel: A vessel which does not require inspection from the USCG but meets CFR "C" regs.
• Inspected Vessel:  A vessel which requires annual inspection by the Coast Guard.  Meets CFR "T" regs.
• Routing:  The licenses are applicable on Inland waters, Near Coastal or both.  Your experience will determine the         waters you qualify for.
• Inland waters:  Waters shoreward of Demarcation lines.  Examples: Puget Sound, Columbia River, Great Lakes, most harbors.
• Near Coastal:  Waters seaward of Demarcation lines.  Examples: All coastal waters around the U.S., most foreign waters.
• Gross Tonnage:  The CG uses this type of vessel measurement to determine the scope of your license - see Gross Tonnage Form.                                                            

 

OUPV (Six Pack)
The Operator of Uninspected Passenger Vessels allows you to take six or fewer passengers for hire on uninspected vessels up to 100 gross tons. This is an excellent license for delivery work or running your own vessel for charter. Sailing vessels are included with the OUPV.

OUPV Requirements
• 360 days experience on Inland or Near Coastal waters
• 90 days (of the 360 total) must be within the last 3 years
• 90 days (of the 360 total) on Great Lakes to obtain a Great Lakes routing Sea Time
• 90 days (of the 360 total) on Near Coastal waters to obtain a Near Coastal routing.

Masters
Master Licenses allow you to take an unlimited number of passengers on inspected vessels. They have tonnage limitations and are issued in 25 ton increments up to 100 tons depending on your experience and sea time evaluation. A sailing endorsement is required for operation sailboats under a master license.

Masters Requirements
• Same requirements as OUPV with the following additions:
• For a Near Coastal route, you need 720 total days with at least 360 of these on Near Coastal waters.
• For a sailing endorsement, minimum of 180 days on sailing vessels
• Tonnage is awarded by the size of vessel on which a minimum of 45 days of recent time has been accrued.

Endorsements
Sailing endorsements are available for your Masters License if you meet the above qualifications.  This is not a separate License, but is added to your license at the time of issuance.  Curriculum is approved to offer Sailing endorsements in class using our own curriculum and materials.

A Commercial Assistance Towing endorsement may be added to both your OUPV and Masters License.  This allows you to be compensated for towing disabled vessels etc.  It also is required if you wish to work on the various "vessel assist" programs.  Curriculum prepares you for this endorsement and offers it right in class
